That every participating Government should adopt

measures by special agreement or otherwise:

to prevent the export of raw opium to countries that shall have prohibited the entry of such opium,

b.

similarly to control the export of raw opium to countries which restrict its import".

That every Government participating in the Conference

shall límit as far as is consistent with its own trade con-

ditions, the number of places through which the exportation

or the importation of raw opium shall be allowed.

That every package containing raw opium intended for

export shall be so marked or branded as to indicate the

contents of such packages, provided that the package exceeds

5 kilogrammes in weight.

That each participating Government shall prohibit the

import or export of raw opium save through the agency of

persons duly authorized.
